Debian Gnu/Linux has a goal of making entire Free operating system ^[1].

Debian Gnu/Linux core is fully free OS. It runs on libre-linux; that is it doesnt include non-free firmwares or blobs. Swaraj Gnu/Linux doesn't plan to include non-free and Contrib repository that would make rest of the system fully Free operating system. These are the main three reasons^[2] why Debian Gnu/Linux is not listed in official Free distros ^[3].

Debian Gnu/Linux is owned and maintained by the community. It also has stable/unstable/testing release cycles which is important for long term support (Unlike rolling distros).
